Finland Kansalaisuuskoe: The 2027 Citizenship Test Nobody Has Taken Yet

Finland is adding a citizenship knowledge test. The amended Citizenship Act takes effect on 1 January 2027, and applications submitted from 1 March 2027 must generally pass kansalaisuuskoe unless an exemption applies (a Finnish or Swedish matriculation exam, a higher-education degree completed in Finland in Finnish or Swedish, or very weighty reasons). Maahanmuuttovirasto (Migri) will organise a digital multiple-choice test, taken on site in Finnish or Swedish, for applicants aged 18–64. The University of Helsinki writes the learning material and questions; the material is due around the turn of 2026–2027. The amended Act (SäädK 552/2026) says you pass by answering most questions correctly; government communications have cited roughly 20–40 multiple-choice questions and about 70% — treat those numbers as provisional until Migri locks the format.
