The residence clock now starts from the date on your residence permit card, not your arrival date. For third-country nationals that often means roughly 10.5–11 years of physical presence before eligibility. For Brazilians and other CPLP citizens, it is 7 years.
The Civic Test: What the Law Says
The law specifies that naturalisation applicants must demonstrate:
- Knowledge of Portuguese language (A2 level, unchanged)
- Knowledge of Portuguese history, culture, and national symbols
- Knowledge of rights, duties, and political organisation of the State
- A solemn declaration of adherence to democratic principles
Critical detail: Portuguese-speaking citizens (CPLP countries including Brazil, Angola, Cape Verde, Mozambique) are exempt from the A2 language test but not from the civic knowledge test. Native speakers still face the new civic exam.
